problem with a specific pdf

Hi-

I have free Adobe Reader with the current updates. It works fine except with one link on my city government's website www.fcgov.com/file-gateway/?id=15&ts=2013-05-16%2014:09:35  With Firefix, if I open a new tab, the tab is just blank. When I click on the hyperlink, instead of opening up a pdf, it is an unknown file type. With Internet Explorer, the browser just crashes. It works for other people, and I can open all other pdf's including those on my city's site. Any thoughts would be greatly appreciated!
