Getting Error "This patch package couldnt not be opened" ON WIN7

This command is working fine on Windows XP but on Win7 its giving below error .

This patch package couldnt not be opened. Verify that the patch package exists & that you can access it , or contat the application vendor to verify that this is a valid Windows installaer patch package.

I have tried without transforms , normally Patch works fine when i double click on it , but with .msi its not working fine on win7.
